Is there any way to use one PDF as template and and another as a stack of content elements, from which any element or combination of elements can be used (inserted) into teplate PDF ?
putting text together in code is way too hardoded.

We use MigraDoc to emit the text and mix this with background pages created with Indesign.

You can create PDF pages with your content and mix them in a new PDF.
These content pages can have any size and should be only few centimetres high. You can have these pages in one PDF document (page size can vary from page to page).

But if you need placeholders in the text then MigraDoc probably is the better way.
